Course Master of Arts in Health Management (and public Health)

Curricula development

The curriculum for the Master course was established in a joint partnership work of all consortium members. The individual working groups presented their results in the steering group meetings and together with Experts, the final curriculum was created, which was excepted by the Uzbek Ministry for Health. The consortium is expecting a positive result concerning the accreditation, therefore. The final open questions will be discussed with a representative form the Uzbek Ministry of Health during the Steering Group Meeting in March 2006 in Wolfsburg.

The Curriculum of the course "Master of Arts in Health Management and public Health" was created by looking at the premises for Uzbekistan as well keeping the Bologna criteria as good as possible under consideration. These results reflecting a combination between the needs of the Central Asian Region and the internationalisation mainly towards the western European Region. Due to these development, the students of the new Master course will be able to study - besides national or regional approaches also additional international models by visiting other countries and studying other approaches, e.g. in Europe. These international experiences can be accredited due to the modularization of the course and the integration of ECTS (European Credit Transfer System) at the home institution.

The international Study Structure will provide - besides the actual task of educating national experts to support the reform of the Uzbek health sector - two additional positive results:

Syllabi Development

For the creation / development of the syllabi there will be invited about 15 teachers of the Pediatric University Tashkent for Hospitation periods between April 2004 and June 2005 to the partner institutions in Germany and Spain. The Professors and lecturers at the partner institutions will support the development of Units and Modules while the 8-week Hospitations of their Uzbek colleagues. The duration of the Hospitations are planned so that the contents for teaching can be set and materials can be collected and prepared. Due to this parallel development procedure, the course could be opened in September 2004 already.

All teaching contents that are developed during the Hospitations in Germany and Spain, will be held in English language. The colleagues from Germany and Spain will come for monitoring and coaching activities during the lecturing periods to Uzbekistan. Besides this, selective lectures will be offered related to international topics by the EU Professors and lecturers.

By starting the course that early, it will be possible to monitor the first intake whilst their whole study period. The 2nd Intake can be supervised until the end of the first study year and the preparation for the 3rd Intake of MAHMIT can be supported as well.

Present Development Stand of the Master Course

The Curriculum of the course has been agreed on during the first 4 months of the project within the project partners. The relevant teachers for the Hospitations were selected and the time table was agreed during the Steering Group meetings. The development of the course has been achieved in a modularised form. The teachers agreed on for the Hospitations have been prepared by special language courses. All Modules have been developed as close as possible towards the Bologna Criteria. The workload is calculated, ETCS are shown, the general contents are declared as well as the examination forms within the Module and Unit Descriptions. A Students Handbook has been developed that brings he necessary transparency about the course, expectations, content, examinations etc. to the students . The Handbook can be uses a one tool fort he quality control of MAHMIT, too.

The teaching process, the examination and the general way of working and teaching in the MAHMIT course differs from other courses offered in Uzbekistan. In the teaching, studying and working procedures, a high value was given to the introduction of European / International procedures, which will bring a „modern“ point of view fort he students and for the teachers in ways of thinking and processing. The lectures, seminars and group working meetings are placed in a modern study environment that was specially created for the MAHMIT course.

The following Hospitations and Consultation visits have been realised:

April to July 2005:

Zohid Abdurakhimov developed the Module „Controlling“. He was supervised by Professor Zapp at FH-Osnabrück and by Professor Fleige at FH Braunschweig/Wolfenbüttel.

Shakhnoza Mukhamedkhanova is teaching the Module „Human Resource Management“. She was supervised by Professors of FH Osnabrück and FH Braunschweig/Wolfenbüttel together.

Oskar Alimov prepared between April and June 2005 the  Module „Supply Chain Management“. Supervisor was Professor Mühlbauer from IESKA Barcelona.

January to March 2005:

Hospitation for the Teaching Module “Management of Health Institutions”. The lecturing staff of TPMI Shakhnoza Akbarova und Nargiza Karimova were supervised by Professors Andrea Braun von Reinersdorff und Timo Michalski at FH Osnabrück.

Mrs. Irinia Dududkina is teaching the Module Law. She is responsible for the preparation of new legal papragrahs at the Ministry of Health. From this perspective she is supporting the Master course as one of the key persons. Mrs. Dudkina prepared the first publication and had a consultation in January 2005 with a counterpart in Germany, Professor Siegmar Streckel at FH-Osnabrück.

 

Oktober to Dezember 2004:

During the second Hospitation period between 18.th October and 13th December 2004 the following teaching staff members form the TPMI have been supervised at the German partner institutions:

Mr. Sherzod Ahirbaev (Module Marketing & Business Game) was supervised by Professor Albert Heinecke at FH-Braunschweig/Wolfenbüttel;
Mrs. Shakhida Karamatova (Module Economic Principles in Health Care) was supervised by Professor Manfred Semrau at FH-Osnabrück
Mr. Murad Jaffarov (Epidemiology & Public Health Study) was supervised by Professor Harald Seelbach at FH-Osnabrück
Mr. Igor Vichrov (Epidemiology & Public Health Study) was supervised by Professor Christoph Zalpour at FH-Osnabrück.



April to June 2004:

The first Hospitation period was realised due to the planning in the period 15th April 2004 to 15th June 2004. 5 teaching staff members of the Tashkent Pediatric Medical Institute (TPMI)  have been supervised in Germany and Spain:

Professor Nazifa Agzamova and Professor Elmira Shomansurova developed the Module "General Management". They have been academically supported by Professor Andrea Braun von Reinersdorf at FH-Osnabrück.

Mr. Djallodin Tuichiev developed the Module "Health care Financing and Expenditure". He was academically supervised by Professor Winfried Zapp at FH-Osnabrück.

Mrs. Rano Yunusova developed one part of the Module „Health Policy and Economics“. She was supervised by Professor Roland Scharff at FH-Osnabrück. The development of the second part of this Module was realised in October / November 2004.

Professor Herr Sharapov was resonsible fort he development of the Module "Soft Skills". He was supported by Dipl.-Soz-Päd. Martina Erpenbeck at IESKA Barcelona.
